The Procedures for “Scholarship for International Students in Beijing”
of the Central Conservatory of Music
Article I “ Scholarship for International Students in Beijing” is the special fund used to offer financial aid by the People's Government of Beijing Municipality to those outstanding international students who intend to study in Beijing and who are learning at Beijing universities. The aim is to promote the development of education for international students in Beijing universities, talents training, scientific research, social services and cultural exchanges at universities.
Article II The scholarship is included in the department budget by the Beijing Municipal Education Commission, which applies to Beijing Municipal Finance Bureau for the allocation of the special fund. The International Cooperation and Exchange Department of Beijing Municipal Education Commission is responsible for the application, project determination, review, acceptance of the scholarship program and daily management.
Article III The present procedures are formulated based on Interim Measures for the administration of scholarship programs for international students in Beijing and the Enforcement Measures of Scholarship for International Students in Beijing , to regulate the management and use of the scholarship, to bring into play the benefits and roles of the scholarship, thus encouraging and supporting more international students who are excellent both morally and academically to study at the Central Conservatory of Music.
Article IV Mainly used to cover the tuition fees for international students who are eligible for the scholarship, the scholarship has the specific objects and periods as follows:
(I) Outstanding students studying for degrees can generally have the scholarship for not more than four academic years.
(II) Senior advanced students can generally have the scholarship for not more than one academic year.
(III) General advanced students and language students can generally have the scholarship for not more than one academic year.
Article V The specific amount of the scholarship for each year will be announced by the International Students’ Office of the Central Conservatory of Music.
Article VI Distribution of Scholarship
(I) Priorities will be given in principle to such degree students as doctoral students, graduate students and undergraduates.
(II) Principle of Distribution for Freshmen’s Scholarship
1. All the admitted self-financed doctoral students of the Central Conservatory of Music can obtain the scholarship.
2. Either of the following admitted graduate students of the Central Conservatory of Music can obtain the scholarship. (1) outstanding fresh graduates of the conservatory;
(2) top students in postgraduate entrance examination;
3. Top students in undergraduate entrance examination can obtain the scholarship.
(III)Scholarships decisions for students at the conservatory will consider the recommendation from respective departments and the appraisal of the Office of International Exchanges.
Article VII Qualifications for Scholarship
(I) All the freshmen international students meeting the admission criteria of the Central Conservatory of Music can apply for the scholarship.
(II) All the international doctoral students, graduate students, undergraduates, senior advanced students and general advanced students can apply for the scholarship, if they have officially registered at the Central Conservatory of Music.
(III) The students who have received Chinese Government Scholarship or the scholarships provided by other organizations can not apply for this scholarship in principle.
Article VIII The Application Procedures of Scholarship
(I) New candidates for the conservatory 1.During the specified application periods, the applicants should submit the application materials for scholarship with those for admission to the International Students’ Office by post.
(II) Students at the conservatory Applicants should ask for a copy of the Scholarship Application Form for International Students in Beijing at the International Students’ Office. After the completion, submit the form along with other relevant materials to the Institute or Department, which will accept and have an initial assessment of the application before returning the name lists of qualified students and sealed application forms to the International Students’ Office.
Article IX Assessment Procedure of Scholarship
(I) The International Students’ Office reviews and double checks the materials of the applicants.
(II) The Office of International Exchanges verifies and determines the winners of the scholarship.
(III) The winners will experience a publicity of one week at the International Students’ Office.
(IV) The Office of International Exchanges will inform the Financial Department of scholarship winners after the publicity in written form. The scholarship winners themselves will be informed of the results by the International Students’ Office.
Article X Grants of Scholarship
(I) Scholarship winners will be exempted from tuition fees in accordance with the relevant categories. Half scholarship winners should still pay the remaining tuition fees that the scholarship fails to cover.
(II) Scholarship winners will have the qualification cancelled and stop receiving scholarship in case of their inappropriate behavior that leads to the violation of Chinese laws or the regulations and disciplines of our conservatory during their study, or they don’t meet the relevant regulations of Scholarship for International Students in Beijing. Article XI Scholarship comes mainly from the special funds of Beijing municipal government. The Central Conservatory of Music will budget supporting funds according to the financial situation of our conservatory.
Article XII The fund for scholarship has independent accounts accounted separately to ensure its being allocated for its specified purpose only.
Article XIII The scholarship implements the project responsibility system. It is the International Students’ Office that is specifically responsible for the project application and summary.
Article XIV The Office of International Exchanges of the Central Conservatory of Music is responsible for the assessment of the scholarship.
The Composition of Judges Panel
The president of the Central Conservatory of Music serves as the director of Judges Panel.
The vice president of foreign affairs serves as the associate director of Judges Panel
The members of Judges Panel include the Office of International Exchanges,
The International Students’ Office and all relevant departments.
(III) Responsibilities of Judges Panel
1. Assess and determine the winners of the scholarships for new candidates.
2. Assess and determine the winners of the scholarships for students at the conservatory.
3. Revise the procedures for scholarship.
Article XV The present procedures shall be interpreted by Judges Panel.
Article XVI The present procedures shall be implemented as of the date of promulgation.
